O gospodarski vzdržnosti, zasnovani na antikrhkosti – ključna lekcija iz obdobja pandemije Covid-19

Povzetek

Pandemija COVID-19 predstavlja negospodarski, zunanji in nepredvidljiv šok, ki neposredno prizadene realno gospodarstvo in se lahko sprevrže v gospodarsko in finančno krizo. Cilj prispevka je poiskati institucionalni in strukturalni način, s katerim bi gospodarstva lahko obvladovala tovrstne šoke, ne da bi pokrivala nespecificirana tveganja ali obravnavala neznane negotovosti. Prispevek pravzaprav predlaga sui generis imunski sistem gospodarstva, ki vsebuje proces dodelitve potenciala za antikrhkost, namenjenega gospodarstvu pri njegovem soočanju s perturbacijami (bodisi zunanjim ali notranjim), ne glede na njihovo vrsto ali intenzivnost, in celo pridobitev koristi od njih. Predlog je s strukturalnega in funkcionalnega vidika analogen biološkemu imunskemu mehanizmu, vendar je zasnovan na institucionalnih osnovah (tako diskrecijskih kot samodejnih). Značilnost antikrhkosti je pomembnejša in produktivnejša od drugih podobnih značilnosti, kot so: robustnost, prožnost, homeostatičnost itd.
